Record of Decision (ROD)
This ROD is the final step in the NEPA process for the I-70 East Project. The ROD explains the decision, identifies the alternatives considered (including the environmentally preferred alternative), and outlines what actions CDOT will take to mitigate potential impacts of the project. The ROD also provides final approval for the first phase project to move forward to construction.
What Improvements Will Be Built?
Improvements to I-70 East will be conducted in phases. The first phase project (the Central 70 Project) includes improvements to an approximately 10-mile stretch of I-70 East from I-25 to Chambers Road, adding one new tolled express lane in each direction, removing the aging 50+-year-old viaduct, lowering the highway between Brighton Boulevard and Colorado Boulevard, and placing a four-acre cover over a portion of the lowered highway. Is the ROD a binding document?
Yes, the ROD is a legal document issued by the Federal Highway Administration. In addition to providing Federal approval for the project, it requires CDOT to fund and implement all mitigation commitments listed in the document.
What community commitments will be implemented as part of the project?
Chapter 5 of the ROD provides a list of all mitigation commitments. This list includes a wide range of measures, including pollution control requirements for construction equipment, funding for affordable housing, and improvements to Swansea Elementary School.
What relationship does the recent air quality conformity determination have to the ROD?
A ROD requires that CDOT demonstrate that the Central 70 Project meets all stringent health-based air quality standards for the Denver metro area. CDOT recently provided this conformity determination, and the supporting analysis, for public review and comment. This analysis adds to an extensive study of air quality impacts, which is outlined in the Final Environmental Impact Statement.

Future Information on the Central 70 Project
With the completion of the NEPA process, the Project moves to the next phase. All future updates on the project can be found on CDOT's Central 70 website at central70.codot.gov. Project updates will no longer be added to the www.i-70east.com website, however historical information will remain on the site.
Future email updates will be sent from central70info@state.co.us. Please send an email to central70info@state.co.us to receive updates or ask questions about the project. If you are already receiving email updates on the Project, it is not necessary to sign up again.
Draft Air Quality Conformity Determination and NEPA Comparative Analysis
The Clean Air Act Section 176(c) requires that federally supported highway and transit project activities are consistent with state air quality goals, found in the state implementation plan (SIP). The process to ensure this consistency is called Transportation Conformity. Conformity with the SIP means that transportation activities will not cause new violations of the health-based national ambient air quality standards (NAAQS or "standards"), worsen existing violations of the standards, or delay timely attainment of the relevant standard or required interim milestones.
This document includes an overview of the project and discussion on the Preferred Alternative and the Central 70 Project, which was introduced as Phase 1 of the identified Preferred Alternative in the Final EIS. It also includes updated air quality analysis results and draft conformity determination. Reports attached to the document include: Draft Air Quality Conformity Report and Updates to the Air Quality Technical Report.

The public review period for the Draft Air Quality Conformity Determination and NEPA Comparative Analysis began on December 16, 2016 and concluded on January 14, 2017.

Final Environmental Impact Statement (Final EIS)
The Final Environmental Impact Statement (Final EIS) updates the analysis for the Supplemental Draft EIS (SDEIS) alternatives, and identifies a preferred alternative. This document also responds to the stakeholder comments received during the SDEIS public review period. The Preferred Alternative is identified as the Partial Cover Lowered Alternative with Managed Lanes Option.
Final EIS Public Review Period Closed.
The public review period for the Final EIS began on January 15, 2016 and concluded on March 2, 2016.

Final EIS Comments
The public review period for the Final EIS began on January 15, 2016 and concluded on March 2, 2016. During that period comments were submitted to CDOT and FHWA through a variety of methods including the project website, emails, written comments or letters, testimony at public hearings, and recorded telephone messages. Supplemental Draft Environmental Impact Statement (SDEIS)
The Supplemental Draft EIS addresses changes and further developments to the project since 2008. The 2008 Draft EIS alternatives have been modified and a new alternative option has been developed that better meets the project's purpose, need, goals, and objectives and satisfies the public's and agencies' expectations. Due to these changes and further developments on the project, this Supplemental Draft EIS identifies environmental impacts not previously identified and includes a detailed analysis of the social, environmental, and economic effects of the project alternatives as required by the federal government according to the National Environmental Policy Act (NEPA). It also explains which alternatives have been eliminated from consideration and why.

SDEIS Comments
The comment period on the Supplemental Draft EIS for I-70 East began on August 29, and closed on October 31, 2014. During that period nearly 900 comments were submitted to CDOT and FHWA through a variety of methods including the project website, emails, written comments or letters, testimony at public hearings, and recorded telephone messages. Every comment that has been received will be reviewed by the project team and responded to individually in the Final EIS. The comments have been organized into groups as listed below:

Draft Environmental Impact Statement (DEIS)
The project team has completed the Draft Environmental Impact Statement (DEIS) for I-70 in east Denver. The DEIS includes a detailed analysis of the social, environmental, and economic effects of the project alternatives as required by the federal government according to NEPA. The DEIS was made available to the public for comment from November 14, 2008 to March 31, 2009.
